More games to play
Empire City is a browser-based city-building simulation where you start with an empty plot and grow it into a sprawling metropolis. It is free to play, no download needed, and runs in any modern browser including at school or work. Plan your layout, collect resources, unlock new buildings, and keep your citizens satisfied as your city expands district by district.
What is Empire City?
Empire City is a management simulation game in which you design and run a growing city. The core loop is straightforward: place buildings, generate income, spend that income on upgrades, and repeat. Unlike a purely idle game, decisions about what to build and where actually affect how fast your city develops. The simulation category fits: there is no combat, just planning and steady progression.
Controls and navigation
The game is played entirely with the mouse on desktop. Touch controls work on mobile browsers.
| Action | Desktop | Mobile |
|---|---|---|
| Pan the map | Click and drag | Swipe |

Buildings and upgrades
Each building type serves a different role in your city's economy. Upgrading them increases output and unlocks new construction options.
| Building type | Primary role |
|---|---|
| Residential | Grows your population count |
| Commercial | Generates coins over time |
| Industrial | Produces materials for upgrades |
| Civic (park, school) | Raises citizen satisfaction |
Progression and unlocks
Your city levels up as you accumulate experience from completing construction and collection tasks. Higher city levels unlock new building tiers and expand the buildable area. Early game focuses on balancing residential and commercial zones. Later, industrial output becomes the bottleneck, so placing factories efficiently matters more as you push into the higher tiers.
Tips for faster city growth
- Collect resources manually as soon as they are ready rather than letting them sit. Full storage stops production.
- Build civic structures early. Low satisfaction slows population growth, which limits coin income.
- Upgrade commercial buildings before industrial ones in the early stages since coins are the main currency for everything.
- Expand your residential zone in batches rather than one house at a time to get population bonuses efficiently.
